The core mission of SBD is to guide builders, designers, and homeowners in adopting crime prevention measures to reduce both the opportunity for crime and the fear of crime, ultimately creating safer, more secure communities. The need for a police-led standard SBD was established in 1989 following a challenging period from the 1960s to the 1980s. During this housing boom, estates were built quickly and often cheaply, without basic security standards. This deficiency allowed criminals to take easy advantage, leading to a significant spike in burglaries with UK burglary offences peaking at 1.8 million a year. Recognising that immediate action was necessary to combat this crisis, the UK Police Service created SBD. It operates as a not-for-profit organisation, owned and directed by policing and supported by the Home Office.
